El 16 de noviembre de 1995, los países miembros de la UNESCO adoptaron una Declaración de Principios sobre la Tolerancia. La Declaración afirma, entre otras cosas, que la tolerancia no es indulgencia o indiferencia, es el respeto y el saber apreciar la riqueza y variedad de las culturas del mundo y las distintas formas de expresión de los seres humanos. La tolerancia reconoce los derechos humanos universales y las libertades fundamentales de los otros. La gente es naturalmente diversa; sólo la tolerancia puede asegurar la supervivencia de comunidades mixtas en cada región del mundo.
